The report, first delivered in Moscow in February, draws from a variety of mostly open sources in chronicling the corruption of Kadyrov's regime and arguing that the increasing political and military power wielded by the brutal Chechen leader poses a serious danger to Russia’s future.
Yashin, a close friend of opposition figure Boris Nemtsov who was slain in Russia in February last year, reasserted the claim about the possible involvement of Kadyrov in a series of politically motivated murders, including that of Nemtsov.
Yashin told LTV7 that his foreign visits--the politician previously presented the report in Germany--are an attempt to reach compatriots abroad.
"My target audience are my compatriots who have left Russia, are living abroad and are finding success there, developing businesses and leading in a variety of fields.
It's important to me that they retain their ties to our country," Yashin said, speaking in Rīga, home to a growing number of prominent public figures and journalists unable to find their place in an increasingly authoritarian Russia.
The Latvia presentation of the report was organized, among others, by online magazine Spektr, which was founded following the Kremlin's crackdown on free speech and is seeking to address Russians from neighboring Latvia.
