Government backs move to sack «disloyal» teachers

A meeting of Latvia's cabinet on Tuesday supported legislative proposals that would see teachers sacked and barred from finding other jobs in education for five years if they are found to be "disloyal" to the Latvian state.

The proposals are tucked away in the text of legislation drawn up by the Education Ministry on educational aspects relating to next year's state budget, but seem to have much more to do with ideological concerns than financial ones.

"The amendments to the Education Act aim at strengthening the heads of educational institutions and teachers' responsibilities," says an outline of the proposals.

"Thus, the employment of educational leaders or teachers can be terminated, if it becomes apparent that they are not loyal to Latvia and its Constitution, or  encourage among children an incorrect attitude towards oneself, others, the work of nature, culture, society and the state."

"It will also be to prohibited [for them] to enter the employment of state, local government or another state higher educational institution if their professional activity is assessed as unsatisfactory," a summary of the proposals says.

"The restrictions are appropriate in order to prevent the risk of harm to students and national security interests," says an explanatory note accompanying the proposals, which must still be approved by Saeima before becoming law.
