The issue was raised at a European Council meeting when discussing the EU-NATO cooperation, the release said.
"Māris Kučinskis indicated that considering the complex nature of today’s security challenges, particular attention should be paid to hybrid threats, cyber threats and disinformation," the release said, without providing any direct quotes from his speech or specific examples of how such attention should manifest itself.

The Prime Minister’s call was supported by German chancellor Angela Merkel and Estonian Prime Minister Jüri Ratas, the release said.
The need to strengthen strategic communication was included in the European Council conclusions on the EU-NATO cooperation.
The document released after the meeting says "In countering hybrid threats, EU and NATO cooperation will be expanded in the areas of situational awareness, strategic communication, crisis response and bolstering resilience."

On the sidelines of the meeting, Kučinskis also met with UK Prime Minister Theresa May, inevitably discussing the perpetual uncertainties of 'Brexit'.
