Taking advantage of Moscow's city festival celebrations, Ušakovs enjoyed meetings with Russian Prime Minister and former President Dmitry Medvedev, head of the Russian Orthodox church Patriarch Kirill and Moscow Mayor Sergey Sobyanin.
"During the talks [he] discussed current developments in economic relations, cultural promotion issues and other issues," said a Riga city council press release.
The two mayors agreed that in 2015 Riga will host a celebration of Moscow's city festival featuring "an extensive cultural program."
Sobyanin said current international tensions should not affect individual relations between Russians and Latvians, saying: "Muscovites are still happy to visit Riga, just as Rigans visit Moscow. "
The given reason for Ušakovs' visit was an attempt to stop a Riga-sponsored marketing drive aimed at placing Latvian products in Russian supermarkets falling victim to a sanctions war between Russia and the European Union.
However the visit caused controversy when Ušakovs told a Russian TV channel President Vladimir Putin was the best of the current options available to Russia for the presidency.
